Communications, Command & Data Handling Subsystem

The C2DH subsystem is a grouping of inter-agent communications, user to agent communications, computing via command including resources and management algorithms, and telemetry and data processing.  In some forums tracking, telemetry, and communications are separated from command and data handling.  I've placed tracking inside the GNC section and moved the other two parts over to this grouping out of personal preference.
